The project supports to establish and institutionalize the maintenance of roads and road improvements to procedures, while enhancing the management of road assets through an annual program determined by the needs of road improvement and maintenance. The project consists of four main components, as follows:
2.1 Component A: Road Asset Management
This component aims to setting-up of the road database framework, collection of selected road data, and specification of the requirements for a road asset management system and development and installation of that system.
2.1.1 Sub-component A1– Management Support Consultant – Development of Road Database Framework, development of road asset management system and plans: to develop road database framework and ensure the effective management and operation of the road management system; to develop the appropriate road management system which could be integrated to the available existing road asset management and provincial road asset management systems; to develop annual, medium and long-term plans for maintenance and improvement of road network, assist management agencies to determine performance indicators and prepare periodical data report;
2.1.2 Sub-component A2 – Data Collection Contractor – Collection of road data: to purchase equipment for data collection; to collect road data for the entire national road network in the first year and subsequent years hợp phần A2;
2.2 Component B: Road Network Maintenance
The Project will finance for the road maintenance program including NH 2, NH 6, and NH 48 with diversified contract forms including Traditional maintenance Contracts, Performance-based maintenance Contracts. The project also finance for completion of PBC legal framework and comparing the effectiveness of maintenance methods.
2.3 Component C: Road Asset Improvement
The project will finance the improvement of some key national highway in the north including NH38, NH39 (section Trieu Duong – Hung Ha and section Vo Hoi – Diem Dien) and 04 bridges of over 25m on NH38B. Comprehensive investment in these bridges will help to increase the effectiveness of routes that have been upgraded in the previous project. The component will also finance for audit works of the project.
2.4 Component D: Institutional Strengthening Program Component D will fund the necessary technical assistance (TA) to support DRVN’s institutional reform; implementation of the national level activities of the Vietnam National Road Maintenance Fund (VNRMF); standardize and simplify development and implementation of common roadside features such as culverts, slopes, drains and other roadside furniture through standardized design and design drawings.
